Armen Arshakyan, the Chief Financial Officer of Armenia's largest company, Electric Networks of Armenia (ENA). He led and organized the implementation of ISO standards at ENA. Under his leadership in 2020, ENA received a Ba2 rating from Moody's, one notch above Armenia's sovereign credit rating, which was an unprecedented achievement. This rating remains unchanged to this day. He successfully managed and organized the raising of over $0.5 billion in loans from international financial organizations such as IFC, ADB, and EBRD. He coordinated the implementation of a 10-year, $1 billion investment program. In February 2024, he led the issuance of bonds worth 32 billion Armenian dram ($80 million), setting a new record for the Armenian market. With over 28 years of experience, he has expertise in financial consulting, valuation, and deal support, including business, investment, and asset valuation; strategy and business planning; financial modeling and forecasting; technical and economic justification and industry research; due diligence; and coordinated procedures and missions of financial audits. He is knowledgeable about International Standards on Auditing (ISAs) and International Financial Reporting Standards (IFRS). He participated in the transition to International Financial Reporting Standards. He is a consultant to the World Bank and an Advisor to the State Agency for Regulation of the Fuel and Energy Complex of the Kyrgyz Republic (Regulatory Agency). He worked with DH Infrastructure and the Regulatory Agency on the revision of tariff setting rules and monitoring of effectiveness for both the electricity and centralized heating sectors. He developed methodologies for calculating service fees. He has been the chairman of the tariff committee of the Regional Association of Energy Regulatory Authorities for 12 years.

Oleg Ushakov, the founder and CEO of the legal firm Sagrada Legal, serves as the Chairman of the Digital Financial Assets (DFA) Commission of the Financial and Industrial Policy Council at the Russian Chamber of Commerce and Industry. He is an expert in digital rights and financial transactions. Previously, he held advisory positions in the Department of Strategic Development of the Financial Market at the Bank of Russia and practiced banking, financial law, and capital markets at the law firm "Egorov, Puginsky, Afanasiev & Partners." Mr. Ushakov is the author of the Telegram channel "Right to Money." He led a team of lawyers in executing various significant transactions, including the first digital financial assets placement deal in Russia for the small and medium-sized business sector (issuer - energy service company "Inko-Energo"). He also oversaw several securitization deals on the Russian market totaling over 40 billion rubles, involving institutions such as Sberbank, Absolut Bank, Bank "Saint Petersburg," OJSC "Khanty-Mansiysk Bank Opening," Bank of Moscow, and the first non-mortgage financial asset securitization deal for AO "Credit Europe Bank."
